And higher capacity pumping stations, etc.  A slow moving storm could flood
the city again.  Wouldn't it be something for them to rebuild everything
only to have it taken out again?

I guess it's what we do.  Have an oil crisis yesterday, but an Expedition
tomorrow.  Some might say this is not wise.
