I'm wondering if NO could do what Chicago did years ago -- raise the level
of the land above what is presently grade? That's how they ended up with
lower Wacker Drive and Capone's/Rivera's vault.

It would solve a couple problems, IMO. First, cleanup would be easier if
you were 15-30 feet off the mess. Second, the levees would be less likely
after a few years to suffer catastrophic failure. It would be more like a
basement flooding*.

*or, to bring Chicago back into it, like the 1990s flooding there.
