Actually there wasn't plenty of warning. New Orleans needs 72 hours for a
full evacuation and the storm intensified to a Cat 5 and shifted to New
Orleans on Saturday. Many of the airlines closed on Saturday and stranded
tourists. By early Sunday rental cars were in short supply.
Emergency workers ( police, fire, doctors, nurses etc ) will also stay and
ride out a storm
You will always see fools surfing or strolling on the beach in any
hurricane news report.
