the season 3 finale for TNG and part 2 was the Season premiere for year
4.

The Borg got the idea that the Federation was a rank based society and
believed that if they assimilated Picard and then had him tell everyone
else to surrender then everyone would because Picard outranked them.
LT>3. How were the others able to save him?
They beamed into the Borg cube ship and dragged Picard/Locutus off by
main force.  He was able to give them a critical clue towards disabling
the Borg.  Later on, Beverly Crusher was able to remove the Borg  bits
and return Picard to normal.

In the second season episode "Q Who", Q wants to join Starfleet.  Picard
says "no."  Q whisks the Enterprise away and introduces them to a Borg
Cube ship which threatens to over power them.
In the last First season episode  "The Neutral Zone" features an
interstellar incident that occurs when space stations and outposts on
either side of the Romulan Neutral Zone mysteriously vanish.
        Although it is never said, the effect is the same as when the
Borg assimilate someone.  It's possible that the Borg knew of the
Federation before Q placed the Enterpise-D in contact with them.
