Yes it would. I agree with you that the only difference is in the size of
the leftover pieces, which might be the reason fat quarters came into
existence in the first place.

Definitely!! I don't like to tear strips though. I know that is ensures
that it is on
the grain but it can also distort your fabric. I would rather cut and have
the grain
be off. Just me though, doesn't mean that I am right and you are wrong.
After all, I am hardly ever right.
