I am seeing a trend in IT departments where the IT people more manage the
operation of the equipment, instead of actually operating the equipment.

An analogy would be in Software Engineering.  Software Engineers used to do
architecture, design and coding.   Now coding is being outsourced,
and the Software Engineers are doing more management of the outsourcers (or
Software Engineers are being replaced with Technical Project Managers), and
less coding.
