That's really more of a choice due to the type of business you are in. For
example the ISP has no internal network, no "inside" so it's an
entirely different setup there.

However, while the local mom and pop hardware store may be willing to take
part in the shopping center sidewalk sale, it's probably a bad idea for the
jewelry store to do so..
