   Certainly!   And my assertion is that requiring certification is little
more than a nuisance for a determined hacker or spear-phisher.   In the
end, the bad guys probably own access to more than one developer's
certification, signing process or something similar.   They can release
their malware signed / certified by {trusted corporation}.
