I don't have any way of knowing that Castro approves of the torture
beforehand. But that isn't the question at hand. If the Governor or the
President does not stop it *after* it is known, that is a problem. And it
appears that the Area 2 torture was known at levels at least as high as the
mayor.

Ultimately, the Governor is responsible, because the Governor can make life
or death decisions as a result of the torture.
