Hell, take the most famous(?) one......Serpico.  Damn near brought
down an entire  precinct.  The Louima (toilet plunger) case was
initially brought to light by another officer than the ones involved.  I
believe that the Knapp Commission originally started from inside
information. Ryan should ask himself why a few police officers get very
nervous when  IAD starts snooping around.   
He should also ask himself, why, in the areas where they do have
civilian oversight committees, is there not that much more happening
corruption wise than where there isn't.  Could it possibly be that
some police manage to police themselves.......naah, that couldn't be
it........could it?  :^)
