Louisiana (LA) is on the coast of the Gulf of Mexico. It is also the end of
the Mississippi river (the largest river in the USA). Part of the coast of
Louisiana is actually BELOW the sea level in the Gulf of Mexico.

Imagine 200km winds from the sea pushing water towards land that is lower
than the sea.

Another risk in Louisana is flooding of the Mississippi river. Imagine a
river, 2 km wide, during the rainy season. And it isn't just the rain in
Louisiana. The Mississippi river starts in Minnesota, over 1000 km north of
the coast of the Gulf of Mexico.  Any rain, or any melting snow, north of
Louisiana becomes part of the flood water in Louisiana
