Back in time when I was talking about them (DLs), they were not
laminated.  They used to get stapled to the citation when they
were.....ahem.....repossessed.   You got them back from the court or
the magistrate.  Mine got eggshaped from all the staples being pulled
out of it.  
Since then I have grown a lot.  Haven't had a citation (or
even been stopped) for a violation in many a year now.
