What's the latency of doing the encode cycle, transmit, decode for viewing?

Teleconferencing is not like encoding your video to store  If you're just
talking playback of a pre-compressed signal, yea, small bandwidth.  Throw
an encoder in path, and you very quickly lose "real-time"
conversation ability. Even a 1 -2 second delay makes conversations very
frustrating.  Remember when they initially bounced phone calls off of
satellites? Yea, we can get the data there really quick, but preparing it
to transmit takes the time.
