If you question the legality of it, there must be some specific legal point
upon which you base your objection? What can be possible be illegal about
running plates? The only hint of a objectionable point might be that it is
being done in a black neighborhood. Most departments dispatch their officers
to an assigned patrol area. If an officer is assigned to a black
eighbourhood
that is where he is going to be doing it. I trust that you are not suggested
that this form of investigative work is illegal because it might be more
productive in a black neighbourhood than in a white one.

????? If there is no case, the charge is likely to be dismissed. I didn't
read his original message or even the 3% of yours, but from the bit you
posted here, it makes no sense. Perhaps a more articulate person would
have described a legitimate case in terms of police falsifying evidence to
create a good defense, but to say there is "no case" implies that they had
done nothing wrong.
