The conmcept of commasndeering has been defined as seizure by a few here. In 
the concept of LEO commandeering as discussed here the property IS returned, 
thus is not taken to permanently deprive owner of  property and is NEVER done 
without exigent circumstances that require such immediate action. If you wish 
you can equate it with warrantless searches in exigent circumstance, long
