The concept has certain merit. Given that the honest civilians are a greater 
number than gang associates and hangers on and have no need to "make bones" 
the probability is that the honest civilians as a group would be the last 
standing.  Of course they would start at a disadvantage and without he 
firepower already in place in the gang world
It may be an advantage to society to even the playing field, bloody but 
realistic that the survival of the fittest would be played on a level field.
Rules of war would include legal trophy taking so the "loyalists would become 
armed with the weapons of the gang members. Interesting scenario. Might just
