This is true. The code is also transmitted when you return and unlock it
with the remote, but then you're either gonna drive the car away or
re-lock it again with the lock button on the door.

The newer cars have a revolving code generator that won't work for these
guys. But to be safe, always use the manual lock button to lock your car.

The remote decoder? Nope. I'll bet that they have the parts to build one.
