A couple of reasons for that. One is the design of the tanks
themselfs, even more so 30 years ago. Not the safest thing in
an accident. The biggest concern, is if they are in an accident,
with a unlikely fire, the possiblity of a blevy.
Secondly, is the cargo itself. I would rather deal with a half
full gas tank in an accident anyday, as opposed to a half full
propane tank. The potential that the propane tank has, is
scary!
