Have you considered a tidewater tank?  You live in a unique area, take 
advantage of it.  After all, the water quality you need is right there.  Take 
you bucket, hydrometer and other testing tools and see just what the water 
s.
 The main difficulty I see is in accuretly simulating the tide flow in a 
ank.
 Strong alternating currents with a brief slack period between them.
