When the USSR launched Sputnik, the whole world noticed.
When the US tried to launch its own rockets, the whole world
laughed. That is how advanced the USSR was when compared
to the US at the time the space race began.
JFK's speech in 1962 was made in Houston, Texas on a hot muggy day.
Most people were bored, and not really paying any attention to
anything he said. Until his famous question "Why does Rice play
Texas?" That is what grabbed everybody's attention. After he
asked them, he gave his reason - the part about sending a man
to the Moon and back before the decade is out.
So. Now you know why we went there. And back. And Rice does
continue to play Texas. All because JFK made it so.

Which is why no Chinese taikonauts have ever been allowed to
board the ISS.
