It is used to prevent people from actually calling the numbers should the real prefix be used, and they, in themselves, would be fictitous, hence the use of 555. As far as I know, it's used in TV programs and the movies and the phone company. Exceptions: There used to be a 1-800-555-1212 long distance information number. I no longer have a long distance carrier, so I don't know if that is still in effect. Also, one can dial 1-700-555-4141 to verify who their long distance carrier is.
