Term limits wouldn't really be necessary if the incumbents didn't have
so many built in advantages.
The franking privelege allows them to send newsletters to their
districts - free political advertising. The House and Senate maintain
their own TV studio in which film clips can be made to send back to the
district - more free political advertising. The maximum individual
contribution to a campaign is $1,000 for the primary and $1,000 for the
general election - an enormous advantage to an incumbent who is plugged
in to the Capitol Hill network.
Add to this the points that an inncumbent chalks up through constituent
services and it becomes very difficult to remove him unless he screws up
big-time. It's either allow a challenger to raise and spend as much
money as he can or term limits.
