Shannon, CI simply run interference between adoptees and birthparents, 
respecting both parties and trying to make a connection between the two.  
Sometimes one of the parties is not ready for a reunion or even a phone call 
from the other - the intermediary helps relieve a lot of the stress involved 
in this kind of situation  while retrieving vital bits of information for the 
other party.  Since I don't know the whole situation, I would follow Janet's 
advice - question the CI when the charge is over $100.
