I don't know whether he's writing all 10 episodes, but in this interview:

He says that he wrote the pilot and says that "Children of Earth"
broke "Torchwood" out of the "monster of the week" format. So I
suspect that the new season will either be a 10-episode story, or
will at least have a strong ongoing storyline under other things. 
We shall see!
