Quite obviously it isn't, is it ?  (-:  I never said that it was, though.  
I draw your attention to the two words "moderation issues".  I've been well 
served in my years as a moderator by the principle that moderation issues 
should be as unobtrusive as possible.  The ideal, which should be striven 
for, is that the only moderation message (i.e. the only message from the 
moderator with his moderation hat on) that people should see in the echo is 
the rules posting.  Moderation should, in the normal course of events, be 
done via netmail.  
Of course, there are cases where echomail is best, such as when a thread has 
many participants.  This is why the ideal can never be realised.
I'd rather not indulge in a long and protracted discussion on the philosophy 
of moderation in this echo, and only post this much because the other echo 
participants might have a passing interest, given the circumstances, in how 
various moderators believe that moderation should be done.
