Nope, normally this is the lever that moves the diaphram to pump fuel. Most
all cars and trucks unless fuel injected (or british) use a mechcanical pump,
driven off the camshaft. could be the spring in the pump is bad.

Check with a GOOD parts store (NOT Pep Boys, Checker, etc.) and see if they
can order one after to check the pump.
To check the pump, suck on the inlet line to see if you can get gas to the
pump. Disconnect the line at the inlet to the carb and see if you can blow
through it. Put the pump back on and crank the engine over with the carb
inlet aimed at a can to catch gas if the pump does work. Have someone crank
the engine some while watching the line going to the carb inlet. You should
see strong "spurts" of gas being pumped. If no gas, the pump is probably bad,
if there is, check the carb.
I do not recommend smoking while doing the above unless it is so cold you
feel you must set the project truck ablaze to keep warm.
