Your memory serves you well; this is absoloutely correct. I don't
recall the specifics, but it *has* never been repealed, and it gives
the President some very scary options, which he could invoke at
almost any time, especially in light of the "terrorism" that has
been plastered all over the media of late. I say "terrorism" in 
quotes, because I am not convinced that it has nothing to do with
the government; if it did, we would probably never know it,
unfortunately. Take care.
