Actually, what you need is 16 to make a quorum, and then a majority of
those voting to agree.

I downloaded it, and did a fc on the two files.   I see that all you are
changing is to correct the zone number info for Fidonews editor.  That
is exactly what Frank Vest tried when he made you editor.  It fell on
deaf ears and got no response at all so far as I could see.

Even if you stirred up enough to put it to a vote with the RCs and then
with the *Cs, many of them may not bother to vote with the feeling of
"why bother -- this change fixes nothing."

In particular, even if it passes, it would not make any other future
amendments / revision easier.
