That's true, but what keeps it all going is that the courts and the 
Congress allow it to go on. The power of the presidency has been 
increased over the years by increments. The president does something new 
and he's not slapped down by the courts or the Congress. From then on, 
it's a recognized presidential power.
The Founding Fathers didn't envision anything like this. It is clear 
that they pictured the president as an administrator - not a king. 
Unfortunately, that appears to be the direction we're headed.
