They use real humans.  The budget is too low for them to afford robots.

Maybe they should start broadcasting porno?  It's already named the
Sucky, uhm, yeah well the name already works like that.  Then they
woudn't need to deal with plot at all and they could focus on nothing
but the special effects.  And they still wouldn't need to afford actual
robots.
