Frankly, there isn't any infrastructure to keep the pollution from
happening. You can find nice, clear streams in the country, but you won't
find them near civilization.

His full name is Vicente Fox Quesada, and as you suspect he's no longer in
office. Don't forget that Mexico was once under French rule and there's
still a lot of French influence there. i.e. you can find French imports
easily, but you have to look hard for others.
