In Texas you have to be enrolled in school (and I think passing) or
graduated to get a DL before your eighteenth birthday.  If you have a
problem with truancy the judge can suspend your license (I have seen my
judge suspend two licenses, one on a habitual truant and the other was a
minor in possession charge that the boy failed to take the required
alcohol course).
