That dead wood could also go away by the *Cs doing their jobs within
their respective areas. Not clear why it would be done any better by
what you propose.

No, it would not. Because the zone wars are as much about cultural
differences as they are about the zone numbers that label the different
areas. The same disagreements would still happen.
