subject: Investigating CPS

               To everyone who is having problems dealing with 
                       Children's Protective Services
                                in California.
If you presently have a case with CPS, and IF you believe that your rights
are being violated or that the social workers are NOT handling your case
correctly, you CAN take action that MAY help your case.  Please write to:

Bill Lamb is the Chief of the Children's Services Operations Bureau and he
can be trusted.  Mr. Lamb is particularly interested in cases in Contra 
Costa County - in fact, he is diligently searching for ONE case that has 
been handled correctly in Co. Co. County.  Please be advised that Mr. Lamb 
can not SOLVE or PUT AN END to your case, but he can investigate it and 
advise the appropriate agency of where they are making mistakes and perhaps 
act as a mediator in some cases.  If you believe that your civil rights are 
being violated, Mr. Lamb can also have your case reviewed by a Civil Rights 
Agency at your request.  
While Mr. Lamb understands that there is no such thing as a simple case, 
all letters MUST be limited to ONE page, and only address the TWO or THREE 
issues about your case that concern you most and that you believe are in 
violation.  Further information can be given to him or an associate if he 
feels that your case should be investigated.  Be sure to add (in brief) any 
violations of your civil rights, i.e. "I believe my civil right to have 
freedom of speech with my child is being violated."  Please expect to have
some correspondance from Mr. Lamb in about two weeks time.
If you are not sure if any issues in your case are being violated, but you 
believe that they are, you may call:

Ask for a copy of Division 31 - The Child Welfare Services Program, Manual 
of Policies and Procedures.  In essence, this is the CPS Bible.  These are 
the guidelines that CPS MUST follow, and it is available FREE OF CHARGE.  
You can also receive automatic updates every time the manual is revised.  
When ordering a copy of the manual for yourself, it might be a good idea to 
request an extra copy as you will probably run into someone else who could 
use a copy of it too.  The fact that you ordered a copy of Division 31 will 
NOT be reported to your county agency.  It takes about two weeks to receive
a copy and is generally sent via UPS.
One other step you can take is to write a letter to your local Grand Jury.
The Contra Costa Grand Jury MAY be investigating CPS in Contra Costa County.  
Since their investigations are confidential, no one can say with any 
certainty that this is happening or will happen, however there are numerous 
complaints on file and each additional complaint will add weight to the 
chances of a Grand Jury investigation being done.
If you are a Victim of a FALSE accusation concerning child abuse and you
live in the San Francisco Bay Area, you may call VOCAL (Victims of Child
Abuse Laws) at (510) 229-3615.  VOCAL may be able to give you referrals
for legal assistance or counseling, provide information that may help you
or your case, and provide emotional support during a difficult time.  If
your case does NOT involve FALSE ACCUSATIONS OF ABUSE, please DO NOT call
VOCAL.  VOCAL is for Victims of FALSE ACCUSATIONS only!
