There is a known problem here. when calling a USR Courier it forces
the connect to a 3200 symbol rate thus only allowing a max of 31200
connect. 
If a USR Courier calls a Supra on the other hand the 3429 rate is
gained and thus letting the Max speed of 33600 to be gained as long as
line conditions allow it.
