    Not true.  I use OS/2's BACKUP and RESTORE utilities for backup to
Zip diskettes.  I can restore part or all of the backed-up partition to
any partition by properly specifying the RESTORE command.  The only
restriction is that the restored files(s) must be placed in a directory
having the same name as the original directory.

    The disadvantage of BACKUP/RESTORE (as compared to ZIP/UNZIP) is
that there isn't any compression: the pair of backup files takes
approximately the same space as did the original.  The advantage is that
the number of esoteric specialized commands to get BACKUP/RESTORE to do
what i want them to do is minimal, so are easy to remember.  In
particular, BACKUP always sees all "hidden" and/or "system" files;
RESTORE always replaces all file attributes (except the archive
attribute) on the restored files, with no prompts by the user.

    Both ZIP/UNZIP and BACKUP/RESTORE back up by file, not by disk
image.  So either one has several operational advantages over the usual
utilities for backing up to tapes.  In particular, you can back up a FAT
partition, reformat that partition to HPFS, and then restore the
original partition contents, thereby converting the partition from FAT
to HPFS without any third-party tools.  In fact, you can convert a
partition from HPFS to FAT using the same technique, if you have need to
do so. (You must run SYSINSTX after restoring the boot partition to get
it to work; BACKUP/RESTORE will do this for you automatically if it can
find SYSINSTX in the directory RESTORE was run from.)
