Yes, and I've noticed quite a few people without plates or mirror hangers
parking in those spots.  I was late for a meeting in New Orleans one day
and parked at the first open spot I saw.  After putting money in the meter
and making a mad dash for the meeting room, I returned later to find a
parking ticket on the windshield of my truck and then noticed the obscured
"For Handicapped Only" sign.  I could have gotten out of paying
the ticket, but that would require two more trips back there.  That was a
$50 ticket because it was a handicapped spot.  The New Orleans police
excell at writing tickets and I'd challenge any other force to a dual
against them.  (-:
