The Mississippi river starts in Minnesota, over 1000 km north TN> of the coast of the Gulf of Mexico. Any rain, or any melting snow, north TN> of Louisiana becomes part of the flood water in Louisiana But this can't be unknown for anyone so if you build a house there you are aware of the risk unless you build it on a hill that's over the water.
