It could include artillery, but only those with a stationary barrel. The
theory is that the barrel whips like a wet noodle when the firearm is
fired. The longer the barrel, the worse it gets. If you've heard of
'floating' the barrel, these are the mods done to a rifle stock to allow
the barrel to float in free space within the stock.

Doing a Google for German Target Rifle, I find this: German Engraved
System Aydt Single-Shot Schutzen Target Rifle, for sale. It has a 32"
barrel and a weighted stock.
