 Seatbelt (wearing of) laws are _state_ laws, not federal (installation of).
 If you are going to try and argue "constitutionality" you are going to have
 to separate _state_ laws from _federal_ laws. What federal agency enforces
 the "you must wear a seatbelt" law?
