That right I did :(. DL, along with most other license
issued by the states, are not "public acts, records, or
judicial proceedings" but if you read on you find
"Congress may by general laws prescribe the manner in
which such acts, records, and proceedings shall be
proved, and the effect thereof." From my reading the
Congress could pass a law stating that CCW are records
that are now covered by the FF&C clause (along with all
other state issued licenses.).
