I started as a Campus cop and dealt with an educatable population of all 
racess and diversities
Worked Patrol McCracken Co. S. O. predominently white but some ghetto, mostly 
delt with all again.
10 years in East St. Louis, Il. 99% unemployed, 100% black, highest murder 
rate in countrty. To find a white person I had to be out of that city or in 
anoother county.  Guess how many whites I had contact with?
Chicago similar.
WCSO was one county of ESTL and was minimum crime  but when therewas crime 
arrests were made as warranted and all were white Was it racism or function 
of demographics?
