A kid, born in Atlanta (making him an American citizen), has no "right"
to attend Atlanta schools if his parents (who are Americans) move to Paris
for a year and take him along.
So if a kid, born in Atlanta to illegal immigrants, goes back to his
homeland when his parents are deported, he has no "right" to attend Atlanta
schools when living with his parents there.
There just aren't many lawyers foolish enough to represent clients living
in Mexico City with their parents in a lawsuit alleging a "right" to attend
Atlanta schools while living abroad!
