Howdy Charles,
Reliably?  No!  You may end up training the dog to be attracted to yet 
another smell or locations.  I accidently did that with lysol with one 
particular dog we didn't keep.
You can't house train a dog with smells.  That's fighting natural build in
instincts.  A dog's nose can find you in a crowd of a hundred people all 
wearing heavy perfume including yourself.  You can't hide a specific smell 
from a dog short of damaging their nose.
You can train a dog with rewards and punishments, IF they are consistant.  A 
dog may learn that soiling a spot with a specific smell will result in 
getting whacked.  However, you'll end up with a messed up dog if they link 
the smell of their own urine with punishment.
You want the dog to learn it's the location and not the smell.  Puppies get 
trained best if they get lifted and set outdoors in the act of getting ready 
rather than after the accident.
I'd suggest some good books on dog training instead of spray cans.
