If that is truly the case, then there's a bug - and I would be surprised (since that's some pretty damn old code there). Are you positive? Do you mind retesting, that is, disabling the INTL parameter in your makenl config, double checking your sbbsecho.ini that "Fuzzy Zone" operation is in fact not enabled, and reproducing the problem again?
