The only 'official' document I've ever seen is Policy4, and 
surprisingly it mentions very little about echomail.
BOFAQ is a good document, fairly well maintained and available
from the same place we send in the elist updates, at least in 
Zone 1. Jim Balcom made this suggestion to me during another
election- I think it's a good idea even though it's just a FAQ.
