You forgot something in the equation, the reckless driver is at a high speed
and may lose control any moment with or without the police car trying to stop
it. The lights and siren of the police car might at least serve to warn
others of the approach of this reckless driver. Your scenario above could
easily happen with or without the police car in pursuit. The lights and siren
of the police vehicle might easily give innocent people a chance to get out
of the way and save lives as a result. If you look at this scenario from this
perspective, might there be a duty imposed on the officer to warn others
about the approach of this reckless driver if possible. I think you know the
answer to this question.
