Steve, perhaps you come from an area where all the cops are in cars all the
time? That might explain your confusion. It doesnt work that way in all
cities or all situations.
Examples: San Diego, several ride the trolley lines. I suppose a squad car
is parked at one of the park and rides, but the cop is hardly taking his car
on the trolley! They stop off, mill about the various stops, and take another
trolley later.
Large outdoor events such as I imagine MardiGras must work (and Clemson
football games etc). Streets blocked to cars, walking only.
I'm sure others have other examples for you.
