Well, I've recently come stumbling across some information that may or
may not be good or true.  It says executive orders come about through
emergency actions taken under the Constitution whereby Congress gives
the power to the President when needed.  Specifically, under Truman to
deal with the steel industry.  And it has never been repealed.  So if
this is all true, we've been living for decades in a state of emergency.

Yes to both points.  However, while those powers are pretty sharply
defined, the sword is large.  At least to me it looks that way.  The
regulation of interstate commerce isn't petty.
