I think he is suggesting that unless a "system" has users other than the
"sysop" then it shouldn't be nodelisted.
Having a *C badge is not required.
There are no other users availing themselves of my "system" - although I do
have a *C badge. Should my system only be a point and not a "full nodelisted"
node?
